What is a Preliminary Ecological Appraisal (PEA) ?

A PEA is a wide-ranging initial survey. It consists of a walkover visit and a desk study and can be carried out on a site subject to a development proposal, as part of a large -scale scoping exercise, to inform a nature conservation management plan or to satisfy statutory obligations where planning permission is not required.

A PEA assesses the likely ecological impacts of a proposal or plan. The likelihood of presence of Protected and Priority Species is assessed (including Great Crested Newt, bats and reptiles) along with the importance of their associated habitats, both on the site itself and within its zone of influence. It may include an extended phase 1 habitat survey, in which habitats are examined in greater detail in terms of their plant species, structure and condition.

A PEA serves to advise the client of the likely ecological constraints and the need for further surveys. This information in turn informs their design options, likely mitigation, monitoring requirements and opportunities for Biodiversity Net Gain.
